Southampton local area energy plan (LAEP)

Southampton City Council declared a climate emergency in 2019, aiming to be a net zero carbon council by 2030 and a net zero carbon city by 2035.

To reduce emissions across power, heat, buildings, and transport, we need to consider the whole energy system and how we are using energy. We are working on a local area energy plan (LAEP) to address the climate emergency and achieve net-zero targets. The LAEP will outline a pathway for a fair, cost-effective energy transition to low carbon, focusing on reducing carbon emissions, and increasing resilience to climate change.

We are using tools like the Local Energy Net Zero Accelerator (LENZA) tool from Scottish & Southern Electricity Networks (SSEN) to aid in the planning process. The plan will prioritise reducing energy demand by improving buildings and using low carbon technologies. The LAEP will explore opportunities for renewable energy and where this might be located in the city.

We must work with grid operators to address any capacity issues in the electricity grid infrastructure. This is so that new technologies can be used and keep up with demand. We will engage with residents, businesses, and community groups to ensure the LAEP reflects local needs and priorities.
