Landlord controlled heating
Heating systems in large blocks are often controlled by landlord controlled heating (LCH). In such arrangements landlords supply the heating to properties with residents paying the landlord. Where applicable, the gross rent includes a heating charge.
These are just heating charges, tenants still have their private supplier bills for other energy use.
Southampton City Council has approximately 5,000 council tenancies connected to the LCH, and these properties are typically flats and maisonettes.
