The Private Sector Leasing (PSL) scheme
What is the Private Sector Leasing (PSL) scheme?
Southampton City Council are seeking privately-owned properties on a long-term lease. The lease will be between two and five years. The properties will provide homes for families and individuals in housing need.
The PSL provides landlords with hassle-free property management. It also provides them with a regular, guaranteed income from their property. This is all whilst supporting us to accommodate people who urgently need housing.
This scheme has no hidden fees or charges. It provides services and benefits other lettings agencies do not provide. Once the lease ends, the property is returned to the owners in a good state of repair (excluding fair wear and tear).
We are offering two leasing options
Leasing option one
We manage the tenancy. The landlord handles routine repairs and void works. We will pay rent based on the current market rate.
Leasing option two
We manage the tenancy and routine repairs. We also handle void works when the property becomes void during the lease. We will pay based on the current Local Housing Allowance (LHA) rate.
What type of properties are you looking for?
We are looking for:
- Studios to four-bed properties, including Houses of Multiple Occupation (HMOs). These should be within the city boundary. You can check if a property is within the city boundary at Where I Live
- Preferably unfurnished properties. It is acceptable for landlords to gift any household items which are in good, working order
- Clean, safe, and secure properties. They must meet the Housing Health and Safety Rating System (HHSRS) and Decent Homes Standard

- No void loss to you - We will pay you monthly rent for the life of the lease, even when the property is empty

- Regular property inspections
- Routine repairs at our cost - This is subject to your preferred leasing option
- Gas, electrical, and asbestos surveys - This is subject to your preferred leasing option
We will return your property to you in the same condition as you leased it to us, minus fair wear and tear.
