Apply for an HMO licence
Landlords have a statutory duty to apply for a licence for certain properties that are in multiple occupancy (HMOs). If you own or manage a House in Multiple Occupation (HMO) you may need to obtain a licence for the property. It is a criminal offence to operate a licensable HMO without a licence. Landlords who are caught can be heavily fined by the courts.
You can check the criteria for HMO licensing.
Licences are normally valid for a period of five years, but we may issue a licence for a shorter length of time if there have been:
- Management deficiencies
- Delays on returning application paperwork
- The need for works to be carried out to put the HMO into a satisfactory condition
- Concerns as to the fit and proper status of relevant people
Before reducing the standard term of a licence, we will discuss our concerns with the applicant.
How to apply or check if your property needs a licence
You can either apply using our online form or by downloading a PDF version. Certain types of applications can only be made using the PDF version of the form, please read this section to check which way you will need to apply.
Please note
HMO licence applications are currently only required for Mandatory HMOs - those with five or more tenants. If you have an additional HMO licence (Portswood, Bevois, Bargate or Swaythling, with 3 or 4 occupants) expiring on 30 September 2023 then you do not need to apply for a new licence at this time.
Further information will be made available in due course. It is hoped a new scheme will come into effect but not until at least January 2024 following the usual consultation process. In the meantime, please continue to check our website for information on any new licensing schemes.
You can also use the online form to check whether your property would need an HMO licence.

Relicense an HMO property
If your property was licensed under the Additional licensing scheme, then you cannot apply for a renewal. Additional schemes end after five years.
A new scheme covering Bevois, Bargate, Portswood and Swaythling came into force on 1 October 2018. See criteria for an HMO licence.
If your property is licensed under the Mandatory HMO licensing scheme and you want to continue letting the property when the current licence expires, you will need to apply to renew the licence two months before the current licence expires.
We will contact you three months before it expires with details of how to reapply.
