Position: Tenant Insight Panel Member

Reports to: Chair of the Tenant Insight Panel

Location: Meetings will be held in-person at Southampton City Council, Civic Centre

Time commitment: Approx. 1 day a month (this includes meeting preparation). Meetings are anticipated to be for two hours, from 12-2pm.

Purpose of the Role

To ensure the voices of tenants and leaseholders are central to how Southampton City Council delivers and improves its housing services. Tenant Insight Panel Members scrutinize services, contribute to policy development, and ensure that housing services meet the standards expected.

Key Responsibilities

  • Attend and participate in all scheduled Panel meetings
  • Review housing performance data, reports, and tenant feedback
  • Raise issues, ask questions, and contribute to discussions
  • Help shape service and provide insight based on lived experience.
  • Undertake induction and any training required for the role
  • Act in line with the Panel’s Terms of Reference and the Nolan Principles

Person Specification

Essential:

  • Current tenant or leaseholder of Southampton City Council
  • Committed to improving housing services for all
  • Able to listen, discuss, and make sound judgements based on evidence
  • Respectful of others and able to work collaboratively
  • Willing to commit time regularly and prepare for meetings

Desirable:

  • Previous experience in tenant involvement or community work
  • Interest in housing issues or local government

Support, Induction and Training

Ongoing training and development will be offered to help members fulfil their role effectively.

While no formal fee will be paid for participation in the Tenant Insight Panel, a stipend will be provided to cover any related expenses, and lunch and refreshments will be provided at panel meetings.

Recruitment Process

All tenants and leaseholders will be invited to express an interest in the role. Applicants will be asked to complete a short application form. This will be followed by an informal discussion with the Chair and the Director of Housing.

Final selection will be based on the applicant’s ability to contribute positively, represent others, and commit to the Panel’s purpose.
