Affordable Housing Framework

Southampton City Council are disposing of some sites to selected registered providers (RPs). This is happening via an Affordable Housing Framework. This is to increase the amount of affordable housing being delivered in Southampton.

May 2024 SHOW

As part of the Affordable Homes Framework, we have sent mini tenders for Plot 5 (Benhams) and Plot 6 (Meggeson Avenue). We have sent these to the housing providers we appointed to the framework in 2023.

The mini tenders provide information about the two plots. They also set out our aspirations for new, affordable housing in the city.

Next, we will review the tenders that we receive. After this, we will begin legal discussions with the successful provider. These discussions will aim to secure new, affordable homes on the plots. This will follow planning, design, and construction works.

August 2023 SHOW

We have appointed four housing providers to the Affordable Housing Framework. These providers will work in partnership with us to deliver affordable homes. These homes will be built on council land in Southampton.

The four housing providers are:

Abri Group
Hyde Group
Sovereign Housing Association
Stonewater Ltd

They will work with us to address the need for affordable housing. They will use council-owned land.

The Affordable Housing Framework Partnership will support the provision of homes. These homes are much-needed. They will be high-quality, secure, and suitable homes in which people can feel safe and flourish.

April 2023 SHOW

The Invitation to Tender documents for our Affordable Housing Framework have been released. Qualifying organisations and housing providers can apply to tender by completing the documentation via Contracts Finder or Find a Tender. If you are not are not registered on our e-procurement portal, you can register here.

The deadline to register is 12pm on Wednesday 31 May 2023.

December 2022 SHOW

On Tuesday 20 December 2022 we approved the first set of council-owned sites to be transferred to Affordable Housing Providers. This was part of the new Affordable Housing Framework, which was approved at Cabinet earlier this year.

Spring 2022 SHOW

Following approval at Cabinet on 14 March 2022, we launched a new Affordable Housing Framework. This was at an online event on 22 March 2022.

The new framework proposal sets out a new strategy for delivering affordable homes, general needs, and specialist housing, across the city. This includes:

Social rented
Affordable rented
Shared ownership
