Townhill Park Estate Regeneration
The regeneration of Townhill Park will replace old council housing stock with over six-hundred brand new energy efficient council homes. 56 of these homes have already been delivered with another 273 currently being designed and further plots to come forward.
The regeneration is about more than new homes, it is about creating a better neighbourhood and environment for communities to thrive in. To date, we have also delivered £3.75million worth of neighbourhood improvements across Townhill Park including traffic-calming measures and a new green space in the heart of the community, Townhill Green.

Update on Affordable Housing Framework

The council set up an Affordable Homes Framework and appointed four registered providers to deliver affordable homes across the city on council land.
The first two plots to be tendered to these four registered providers were plot 5 (Benhams Blocks) and Plot 6 (Meggeson Avenue) at Townhill Park. The tender deadline has now closed and the evaluation is taking place. Subject to a successful evaluation the council will be able to approve and award the contract for these two sites to the successful registered provider.
Once we have an appointed housing provider, we will issue further communications to residents.
Update on Plots 2 (Meggeson Avenue, Townhill Way, Paulet Close and Cutbush Lane boundary), Plot 9 (Rowlands Walk) and Plot 10 (Copse Road site)

The expression of interest for Plot 2 (which has a boundary of Meggeson Avenue, Townhill Way, Paulet Close and Cutbush Lane) and Plot 9 (Rowlands Walk), has been issued to our registered provider partners as part of the Affordable Homes Framework.
We have now had the responses that demonstrates that there is a good level of interest in the sites. The next step is that the tender documents will be sent out over the summer for return in the autumn. These will be the second set of sites to be progressed through the framework.
lot 10 (Copse Road site) is currently in the process of completing feasibility designs which are supported by planning. The designs have been costed and over the summer a decision will be made whether it will be added to the Affordable Homes Framework or delivered by the council.
Demolition of Part of Plot 5 (Benhams Road) and Plot 9 (Rowlands Walk)

Hampshire Environmental Services Ltd has been appointed as the contractors for the demolition of three blocks at Rowlands Walk (Plot 9) and two blocks at Benhams Road (Plot 5) to make way for new homes. The demolition has been funded by the Brownfield Land Release Fund.
Hoardings have been installed to secure the site and security measures are in place.
Work has begun to dismantle the interior of the buildings, known as 'the soft strip'.
Update on Plot 7 (Kingsdown Way)

The decommissioning of 1-21 and 67-87 Kingsdown Way is nearly complete.
The decommissioning of 67-87 Kingsdown Way is underway and is due to complete in summer 2024. All residents have been communicated with and are being supported by our Resident Liaison Officer.
Update on Plot 6 (Meggeson Avenue shops with former pub site)

The decommissioning of Plot 6 is underway and is due to complete in the summer of 2024.
The convenience store and other activities in the retail units will not be affected until the block is required for redevelopment.
The council has agreed for the Former Local Housing Office to be used for community purposes. Current the Edge Café is running community events and drop ins.
Update on Plot 12 (254-274 Meggeson Avenue) and Plot 13 (289-309, 311-331 Meggeson Avenue)

The council is currently reviewing the decommissioning of these blocks on Meggeson Avenue and therefore it is not possible to provide a timetabled programme for the decommissioning of these blocks at this point.
We will update the residents with further information in the autumn.

56 new council homes off Roundhill Close (Plot 1)

Plot 1, 46 Roundhill Close, was the first plot to be developed as part of the regeneration of Townhill Park and offers 56 homes comprised of 50 flats and six three-bedroom houses, completed in April 2019.

Road and footway resurfacing, traffic-calming and access improvements have been delivered along Meggeson Avenue to create a safer, more pleasant environment with improvements for pedestrians, cyclists and bus users.

Working at the heart of the community
Community engagement plays a vital role in ensuring the regeneration of Townhill Park delivers affordable, energy efficient and quality homes for local people who feel at home in their neighbourhood.
We are now working with THRILL (Townhill Regeneration Is Leaving Legacy) which is a resident-led group that has been set up after SO18 Big Local’s departure.

Decommissioning
Decommissioning is when the council decides to redevelop a property which means the tenants and leaseholders would be required to move out. The decommissioning of Townhill Park is required so the council can redevelop new housing as part of the regeneration of the estate.

Initial Demolition Notice (IDN) at Townhill Park
All council tenants who live within the Townhill Park Regeneration area and are affected by the decommissioning and demolition programme have received a formal Initial Demolition Notice that the council is proposing to demolish their home by 31 December 2025.
